IP2025 photo checklist: every mandatory photo for your EPC certificate

Since 1 July 2025, Inspection Protocol 2025 (IP2025) mandates specific photo categories in every EPC file. This guide lists all 8 mandatory categories with concrete requirements per type, so you miss nothing on site and avoid VEKA correction requests.

IP2025 is the biggest change in EPC methodology of the last 10 years. Incomplete or low-quality photo documentation has been the #1 reason VEKA returns files for correction since July 2025.

The solution: systematic on-site work with a fixed checklist, an app that requests the right photo per field, and metadata (GPS, timestamp) automatically in the filename. Below per category: minimum count, concrete requirements, and a how-to text usable on site.

The 8 mandatory photo categories

Façades

Minimum: each façade + corner façades between two sides.

  • One full photo per façade, straight on (no oblique perspective)
  • Full façade visible from ground to roof (for terraced house: neighbour façades partially visible)
  • Annex or different build years: separate photos per section
  • Corner façade: at least one photo where both parts are visible

Roof structure and insulation

Minimum: attic with visible insulation, roof structure (trusses), roof surface.

  • Visible insulation: thickness measurable (ruler or tape alongside) + brand label if present
  • Structure: visible beams, trusses, sub-roof
  • Pitched roof: photo from below (battens + sub-roof)
  • Flat roof: photo from above + covering
  • Inaccessible attic: explicitly note in file + photo of hatch

Floor and cellar/crawl space

Minimum: if cellar/crawl space accessible: floor seen from below + any insulation.

  • Cellar: photo of ceiling (= floor of level above) + insulation
  • Crawl space: photo of underside of ground floor + insulation thickness
  • Slab on grade: photo of floor-wall junction with visible insulation
  • Inaccessible: explicit note in file

Window and door types

Minimum: one photo per unique window type (profile + glazing combination).

  • Per type: distant photo (full window) + detail (profile + glass corner)
  • Insulating double glazing: corner spacer label (U-value printed)
  • Different materials (PVC / wood / aluminium): separate photos
  • Front door: separate photo + detail (if distinct)

Heating installation

Minimum: boiler fully in frame + nameplate legible + thermostat.

  • Full boiler shot: brand and model clearly visible
  • Nameplate: serial number + power (kW) legible
  • Heat pump: outdoor unit + indoor unit + both nameplates
  • Thermostat: photo + type (clock/smart/standard)
  • Fuel storage (if present): photo of oil tank or gas connection

Ventilation system

Minimum: unit + type (A/B/C/D) + filters.

  • Unit: nameplate + brand + model
  • Type: A (natural), B (mech supply), C (mech extract), D (balanced with HRV)
  • D system: HRV unit + filter state
  • Supply/extract grilles: min 1 photo in a 'key' room (kitchen, bathroom, bedroom)

Domestic hot water

Minimum: DHW appliance + nameplate + capacity.

  • Boiler (gas/electric): full photo + nameplate (power + capacity in litres)
  • Heat-pump water heater: COP value on nameplate legible
  • Combi boiler: combi function + DHW capacity
  • Solar water heater: panels + storage tank + circulation pump

Renewable energy

Minimum: solar panels + inverters + meter photos.

  • Panels: full photo of each roof plane with panels + countable
  • Nameplate on one panel: Wp rating legible
  • Inverter: photo of nameplate + model
  • Production meter or digital meter P1 port: recent reading visible
  • Heat pump: see category 5

Workflow tips saving 20 min per file

  • Use an app that requests the right photo per field — no sorting afterwards. The photo lands directly in the right file.
  • Work with a template of the 8 categories you tick off at each measurement.
  • Auto metadata (GPS + timestamp + file ref in filename) prevents confusion between files on a single day.
  • Filenames per IP2025 category (e.g. facade-front.jpg, boiler-nameplate.jpg) speeds up VEKA.
  • Keep 1-2 'extra' photos (street view) to reconstruct the file later.
  • Lighting: flash in cellars, attics, meter cabinets. Poorly-lit photos rejected by VEKA.

FAQ about IP2025

When did IP2025 take effect?

1 July 2025. All EPC certificates issued from that date must comply with IP2025.

What happens if I miss a mandatory photo?

VEKA returns the file for correction. Return visit required — travel cost and time at your expense.

Can I reuse old photos?

Only if recent (max 1 year) and no changes to the building since. When in doubt: new photos.

Which smartphone camera is good enough?

Any modern smartphone (≥ 12 MP). Focus and lighting matter more than resolution. Use flash in dark areas.
